State Transportation Program Now Available For Public Comment:
A proposed five-year transportation improvement program presented
to the Missouri Highways and Transportation Commission contains
construction awards averaging $500 million per year down from $1.25
billion in the previous program. The draft 2011-2015 Statewide Transportation
Improvement Program lists transportation projects planned by state
and regional planning agencies for fiscal years 2011 through 2015
(July 1, 2010 - June 30, 2015). It totals $5.7 billion, with approximately
$4.07 billion going to highway and bridge projects, about $970 million
to other transportation modes and approximately $682 million to
local transportation programs. It contains any remaining Amendment
3 and Safe & Sound Bridge Improvement projects. The draft 2011-2015
Statewide Transportation improvement Program includes transportation
improvements identified by metropolitan planning organizations in
St. Louis, Kansas City, Springfield, Columbia, Jefferson City, Joplin
and St. Joseph. The STIP projects located in these areas are subject
to discussion and approval by the appropriate metropolitan planning
organization. The proposed program became available for public review
on May 5th. Citizens interested in offering comments can contact

The program is also available on MoDOT's
Web site and at MoDOT's district offices around the state. The

The Green Hills Regional Planning Commission staff
has been very active throughout fiscal year 2007-2008 with multiple
transportation projects and issues associated with our 11 county
area. The staff has continued to work on the Green Hills RPC Transportation
Plan that we were commissioned to perform by MoDOT.
So far we have been working on the following items:

To complete the RTP staff members have continued to
meet with county and city officials as well as MoDOT staff from
both District
1 and District
2. The cooperation between MoDOT and GHRPC will continue to
move this project forward and by 2011 a final report will be available
for comment.
In
addition to the Regional Transportation Plan GHRPC also works with
the Army Corps of Engineers, District 1, District 2, Community Development
Block Grant (CDBG), the State Emergency Management Agency (SEMA),
and other agencies to provide grant funds for transportation projects
throughout the 11 county area. During fiscal year 2007-2008 GHRPC
wrote and was successful with CDBG funding for Sullivan County Bridge,
Grundy County Bridge, Cherry Valley Levee Emergency Grant, DeWitt
Levee Emergency Grant, Cainsville Street Rehabilitation, Continental
Pipe Access Road, and Carroll County on behalf of Opportunities
Enterprises Inc. Each of the projects listed above either improved
current transportation routes or helped protect vital transportation
routes from flash flooding. The staff has continued to assist other
communities on possible transportation projects slated for next
fiscal year. Livingston County Bridge, Mercer Street Rehabilitation,
Blythedale Street Rehabilitation, Jamesport Street Rehabilitation,
and the New Hampton Street Rehabilitation are just a few projects
that staff members have been working on. Staff members have also
been working with two agri-energy companies in Carroll County in
regards to turn lanes along Highway 10 and Highway 65. MoDOT has
been working with the companies on financing turn lanes into the
plants. GHRPC also worked with MoDOT staff on the major projects
list for the State of Missouri. Staff members attended four meetings
throughout the year that graded and organized all of the projects
throughout the State into a proposed fundable project list. MoDOT
District 1 also finished the new Highway 6 realignment between Gallatin
and Jamesport. The Daviess County Commission, MoDOT District 1,
the City of Gallatin, the City of Jamesport, and GHRPC staff members
all worked on the project and helped MoDOT District 1 with scenario's
that reduced the cost of the construction which in turn made the
project possible. The realignment has been completed as promised
by MoDOT and the local residents are very happy with the results.
Green Hills Regional Planning Commission staff
members have continued their work in committees associated with
transportation needs such providing expertise on planning and zoning
for Carroll County, Pattonsburg, Trenton, Grundy County, Livingston
County, Caldwell County, Chillicothe, Carrollton, and Milan to name
a few. Staff members are also involved with MLTRP, MACOG, the Planning
Framework Committee, Blue Print for Safety Partners, the National
Map Group, writing the CEDS, EDA, Army Corps of Engineers, MAC,
EPA, and staff wrote the Transit Study for not only the Green Hills
RPC area but for the Pioneer Trails RPC area. Staff members have
also been assisting communities with Transportation Enhancement
Act grant funding that assists communities with sidewalk replacement
grants.
Local
Teens Win MoDOT District 1 Award
A group of high school students from Albany
and Gallatin were honored recently by the Missouri Department of
Transportation as leaders in their "Battle of the Belt"
program - a public awareness campaign designed to promote seat belt
usage and reduce motor-vehicle related injuries and deaths among
high school students.
This group worked hard and won the District
1 MoDot award for "most improved usage", recording a 126.7
percent increase in seat belt use among their peers.
